The new format is being worked on by the Federal Government and will be presented by means of a Provisional Measure (MP).

Thus, as of February, the program will already work with the changes, including the exchange of the name Casa Verde e Amarela (Green and Yellow House), adopted under the previous administration of President Jair Bolsonaro, for the old name Minha Casa, Minha Vida (My House, My Life), under the administration of the current president, Luiz Inácio Lula da Silva.
The text still needs to be approved by Congress.
Both are Federal Government housing programs that make it easier for those classified as low-income to buy their first home. Therefore, the two names refer to the same program.
Casa Verde e Amarela was the name of the housing program under President Jair Bolsonaro. It replaced the old Minha Casa, Minha Vida program, which was run by the PT. With the return of President Luiz Inácio, the program will also return to its previous name.
Casa Verde e Amarela implemented some features that Minha Casa, Minha Vida didn't have, such as expanding the income brackets (groups) and creating credit lines for renovations and construction.
In addition, there is land regularization that can be financed by the program.
Casa Verde e Amarela also introduced a partnership program, which helped those without enough money for a down payment, with this amount being financed by the state and municipal governments.
It remains to be seen whether the current government intends to maintain these benefits. So far, there has been no statement on the maintenance of these advantages in the return of Minha Casa, Minha Vida.
According to members of the Ministries of Cities and the Civil House, who met to discuss this issue, changes need to be made to both the current president's project and that of the former president.
One of the possible changes is the inclusion of balconies in homes, at the request of the current president. In addition, more priority will be given to low-income families, with some changes to the income brackets.
Feira de Santana, in Bahia, would be the place where Minha Casa, Minha Vida 2024 would begin.
Bahia was one of the states responsible for the largest number of votes for the current president in the second round. The delivery of the keys with the reformulated program was scheduled for January 20, but this had to be postponed.
The President's team has decided to postpone the date. So far, no date has been set for the president's visit to Feira de Santana. Although there is still no official reason for the postponement, there is speculation that the houses will need to be renovated before the launch.
According to members of the government, there were still many problems with the homes that were to be handed over.
However, this postponement does not mean that plans to return to the program will be cancelled. It will merely postpone the current government's commitment.
There are rumors that the housing program will place greater emphasis on properties in rural areas. In fact, the current Casa Verde e Amarela already has this focus, but, in the words of the Minister of Cities, Jader Filho, it is necessary to emphasize this even more.
The Minister of Cities reported that the new government intends to return the program to the way it was during the PT era.
In addition, the Ministry of Civil Affairs reported that around 65% of the project's units have not been delivered and are in unfit condition for housing.
Minha Casa, Minha Vida is one of the federal government's most important programs, and the current president is seeking, in his first months in office, to deliver completed projects to demonstrate the results of his government.
Anyone wishing to purchase a property in urban or rural areas and who falls into one of the income brackets presented can join the Minha Casa, Minha Vida program.
The program currently serves families with a monthly income of up to R$ 9,000, divided into groups or income brackets, each with a specific interest rate.
Even single people, if they meet the income requirements and other criteria, can apply for the program.
Family farmers must have an annual income of up to R$ 78,000 to be eligible for the program.
When registering, there will be a responsible family member, who will be the person in whose name the loan will be made. This person must present their documents and those of the other family members who will make up the income for the program.
In addition to the income bracket, there are the following requirements to participate in the Minha Casa, Minha Vida 2024 program:
- The beneficiary must not own another property or have another mortgage in their name;
- He must also not have received any other government benefits related to real estate;
- Anyone in debt to the federal government will not be eligible for the program;
- Not even those registered with the Integrated Real Estate Portfolio Management System (SIACI) or the National Borrowers Register (CADMUT).
Registration for the programme is done through an organizing body. However, families with an income of less than R$ 1,800.00 must register through their town hall or through the housing secretariats.
Families with a monthly income of up to R$ 7,000 should look for a real estate agent who specializes in this type of transaction.
